Yes, a good solution I think.
Have always been surprised that forum software does not have any anti-spam plugins! Blogging software (like Wordpress) has great anti-spam plugins like Askimet. This is linked to a central database to make identification of the spam comments easier. I would think that Askimet filters out probably 98% of all the spammers on my blogs. Does VBulletin have the option of adding a capcha code at the time of sign-up? This at least stops automated spam-bots from joining and makes sure it is real people who are applying. Prpbably a good policy though as at least it will cut down on the lurkers.

I will definitly come here more often - because i dont want to get looked out of this forum. As a regular vistor to Prague (Escape, Temple, Drakes, Heaven, Termix, Valention and so on). I realy like to read about others experience. I have to contribute more myself do....
